Romans 2:15 says “Which shew the work of the law written in their hearts, their conscience also bearing witness, and their thoughts the mean while accusing or else excusing one another;” This Scripture speaks to the idea that even those who have not been given a written copy of the law (the Jews) still have a sense of right and wrong within them that is drawn from God.
